Okay, so the poem is about a moment in time at an unfamiliar place where the environment is so badly polluted that it makes for a depressing setting.
I didn't find it meaningful whatsoever, just boring and like I said before, meaningless. I also don't see the connection of the title to the actual poem. Another weak one right here.
